As it is a repeated pattern, you could start with folding only 1 heart plus folds 'coming out of it' on a practice piece of paper .... it really does not look that complex;
- mountain and valley folds are clearly indicated
- there are not that many folds
- JUST FOLD IT! and work either inside-out or outside-in. I'd prefer to start with the heart, i think (= inside-out).
When you know how it works, start on a full tessellation of repeated hearts.

Crease patterns are usually NOT folded step-by-step; you precrease allt he folds and then collapse the model into what it needs to become. Often Crease patterns give you the (most) essential folds only, thus forcing you to puzzle out the rest of the folds, but this model does not need any additional folds.
